Ed Committee Approves 'Scream' Room Reporting Bill

Local school boards would be require to submit detailed documentation for each incident.

The General Assembly's Education Committee approved on Friday a bill that would require public school boards to provide detailed documentation for each case in which a student is placed in a seclusion or "scream" room due to behavioral issues, according to the Hartford Courant.

If the student were injured while in the seclusion room, the bill would also require that local boards "report the incident to the State Board of Education." The State School Board will also be asked to send an annual report to the Select Committee on Children for review.

The use of seclusion rooms in the state came under scrutiny into whether Farm Hill Elementary School in Middletown discriminated against students with disabilities through its use of the rooms. As a result of the investigation, under an agreement with the Board of Education.

The bill is now being sent to the state House of Representatives for review.
